The Civil Rights Act of 1964 is considered the most important civil rights legislation enacted since the Reconstruction Period of 1865 to 1877. The Civil Rights Act was first proposed by President John F. Kennedy in 1963. Because of its controversial nature, Kennedy was unable to obtain passage of the bill by Congress.

After Kennedy’s death, President Lyndon B. Johnson strongly urged Congress to pass the bill. Following lengthy debates, Congress passed a stronger bill than that proposed by President Kennedy. The bill was signed into law on July 2, 1964 by President Johnson.

The Civil Rights Act of 1964 guarantees equal voting rights, prohibits segregation and discrimination in places of public accommodation, bans discrimination by trade unions, schools or employers and called for desegregation of public schools. The Act also established the Equal Opportunity Commission to enforce the Act.
